SB 1263 has been introduced to the Arizona legislature for 2013. The law would put some teeth behind the existing regulations concerning paid petition circulators. Paid petition circulators are firms that, for price obtain petition signatures. As most of these companies are compensate per-signature, there is a built in incentive under the current laws to cut corners and ignore the rules and regulations currently in place.
SB 1263 would revise the existing law pertaining to paid petition circulators. , The bill would require an individual, company, committee, organization or other entity that employs a circulator shall post a $100,000 surety bond or cash deposit as security for administrative penalties imposed for a violation of the applicable law. The bill would authorize the secretary of state to collect such penalties against the surety bond or cash deposit. With $100k at stake, one would think twice about violating the existing laws.
