1. Meet the Eligibility Requirements:

  • Be a resident of the Commonwealth of Pennsylvania or an entity registered to do business in Pennsylvania.
  • Operate a bona fide sporting goods sales outlet where the public expects to find this service.
  • Be open to the public during reasonable daylight and evening hours.
  • Possess a valid Pennsylvania Hunting License.
  • Have a good credit history and no criminal record.

2. Complete the Application Process:

  • Download and complete the Pennsylvania Game Commission Issuing Agent Application form.
  • Obtain a $200 application fee and mail it along with the completed application form to the Pennsylvania Game Commission.
  • Secure an $11,000 Pennsylvania Hunting License Bond 
  • Provide a power of attorney or an irrevocable letter of credit to the Pennsylvania Game Commission.

3. Pass the Pennsylvania Game Commission Issuing Agent Exam:

  • Register for the Pennsylvania Game Commission Issuing Agent Exam at a designated testing center.

6. Maintain Issuing Agent Responsibilities:

  • Issue hunting licenses and permits accurately and in accordance with Pennsylvania Game Commission regulations.
  • Collect applicable fees and remit them to the Pennsylvania Game Commission on a timely basis.
  • Maintain accurate records of all hunting license and permit transactions.
  • Comply with all Pennsylvania Game Commission reporting requirements.

7. Renew Issuing Agent Registration:

  • Renew your Pennsylvania Hunting License Issuing Agent registration every two years by submitting a renewal application and paying the applicable fee.
  • Maintain your surety bond and power of attorney or irrevocable letter of credit throughout your tenure as an issuing agent.

The Pennsylvania Fish and Boat Commission (PFBC) allows any business that is authorized to sell hunting licenses to also sell fishing licenses. This is because the PFBC and the Pennsylvania Game Commission (PGC) have a cooperative agreement that allows them to share their issuing agent networks. To sell fishing licenses in addition to hunting licenses, a business must first obtain a Pennsylvania Fishing License Agent Bond.
