The California Interstate Carrier Bond is required by the California Department of Motor Vehicles, in the amount of $50,000. The bond states that the bondholder shall comply with the rules established by the Department. In addition, they shall pay all sums due for any loss or damage arising from activities under the vehicle code suffered by the State.
What is the purpose of a California Interstate Carrier Bond?
The Interstate Carrier Program, formerly known as the Bonded Web User Program, was established by the Department of Motor Vehicles. It allows Interstate Carrier Program partners to provide electronic International Registration Plan vehicle registration services.

Any individual or business that wants to be issued an Interstate Carrier Partner permit is required to be bonded.
Who can apply for a Permit?
- Vehicle leasing company or vehicle rental company that processes International Registration Plan vehicle registrations for their own business
- Registration Service company holding a valid registration service license issued by the department
- Motor Carrier Association
