What is the IRP Bonded Web User Program Agreement?

The IRP (International Registration Plan) Bonded Web User Program Agreement allows qualified businesses (Bonded Web Users) to process interstate registration services for vehicles remotely. The program authorizes an electronic interface with the California Department of Motor Vehicle’s IRP System. A Bonded Web User must first be issued a permit by the Department of Motor Vehicles. The ICP Bonded Web User Bond is one of the requirements for obtaining the permit. 

Who needs the ICP Web User Bond?

A Bonded Web User is a person who’s been given access to the DMV’s computer system. The purpose is to enable the BWU to provide services for their clients using the DMV computer system. For example, registration services, including the collection and transmission of fees due to the DMV. As well as, the alteration of DMV records to reflect the transaction, delivery of license plates or stickers.

A Bonded Web User (BWU) may establish an electronic interface with California’s Department of Motor Vehicles (DMV) International Registration Plan System (IRP). The IPR is an optional method of vehicle registration. It allows interstate operation of commercial vehicles under a single registration place.

A California ICP Web User bond is required to access the IRP.
